Go-live is the beginning of operations
A launch proves that a platform can be deployed. It does not prove that thousands of routine transactions, unusual cases and administrative changes can be handled reliably. The operating model after launch deserves the same attention as development.
Design around authority and evidence
Government systems often encode delegated powers, financial rules, documentary requirements and formal approvals. The product should preserve who acted, under what authority, on which information and when. Auditability is most useful when it emerges naturally from the workflow rather than from a separate reporting exercise.
Build support into programme governance
Users need a clear route for reporting problems, but technical support alone is not enough. Some issues are configuration problems, others are policy questions and others expose unclear operating responsibility. A mature support model can distinguish these quickly and send them to the right owner.
Expect the programme to change
Schemes, forms, approval levels, integrations and reporting needs evolve. Platforms designed around configurable rules and modular services can absorb many changes without repeated redevelopment. This is particularly important for systems expected to remain useful across multiple administrative cycles.
Measure use, not only availability
Uptime matters, but adoption requires a wider view. Transaction completion, pending work, repeated corrections, exception volumes and support patterns reveal whether the platform is helping users complete the intended process.
